My Choice Would Be "Gripen"


 According to Saab, Gripen is built for Canadian weather conditions. "Gripen is designed specifically for operations in the Arctic, giving it a leg up on other planes. Sweden has air force bases in what you call the far North. We operate there daily. Gripen has Arctic DNA built into it,” Per Alriksson says. 

The Gripen's small size keeps it from carrying heavier payloads (it carries as much as the current CF-18), but otherwise, its performance is very similar, if not superior, to the others.
Despite its greater payload capability, the F-35 is limited by its 10 weapon hardpoints, the same as the much smaller Gripen.
The Rafale's supercruise performance seems...  Optimistic.
The Super Hornet really doesn't improve much on the classic CF-18 Hornet as far as performance goes.  It does hold more payload and has a lot more advanced gear though.
The F-35 does not have a 2 seater variant suitable for training or advanced combat roles (weapons officer, UCAV command, etc)
The fighter jet competition was launched on Dec. 12, 2017 and at this point four aircraft are to be considered. Those include the F-35, the Super Hornet, the Eurofighter Typhoon and the Gripen.
Probably one of the largest factors for Gripen adoption is the very low flight hour cost. Gripens were rated by Jane’s to have a cost of around $4700 per flight hour. Next cheapest was the F-16 at $7000 per flight hour. Other European designs and the F/A-18 go over $10,000 per flight hour. Given that the F-35 has flight hour cost of around $40,000 per flight hour, the Gripen is a logical choice to keep sustainment budgets from growing too much relative to past jets.

So, why would a country want the Gripen? Two words: Math and money. The F-35 comes in at anywhere from $94 million to $122 million, depending on the variant, according to Lockheed. Now, this price may go down, but it's still pretty steep. According to GlobalSecurity.org, South Africa paid roughly $1.5 billion for 28 Gripen, which comes to about $53.5 million per jet. That's a $40 million savings, and you get everything the F-35 can do but stealth.
