Global adjustment extra charge hits households and businesses.Who do

The price of power for many Ontario households and businesses has
spurted higher as the "global adjustment" — an extra fee tacked on to the
market price — has jumped to a record high. But the global adjustment for
September will add another( 8.72 cents) per kilowatt to the market price
for customers who aren't covered by the province's regulated price plan.
The Independent Electricity System Operator said Tuesday that it will start
to "dispatch" wind power starting Sept. II/2013 . That means wind output,
like most other forms of generation, will be called on only when there's a
demand for it.
Wind producers will still get paid for a portion of the unused output, up to a
certain cap. Provincial officials say the new system will reduce the amount
of revenue that wind generators currently bring in by about $200 million a
year. But the IESO said that dispatching wind won't make surplus power
vanish. It expects the amount of surplus baseload power in the system to
increase.When ??? No one is answering that statement.
